Job Description :
Purpose of the Position: The Transportation Supervisor reports to the Tribal Administration Director and is responsible for transit coordination and oversight of the Habematolel Pomo of Upper Lake Tribal Transit Program. This includes monitoring the performance of service providers, developing and implementing short and long-term transit plans, and coordinates demand/fixed-route service. The position also compiles and prepares information to support transportation grants and prepares statistical information to monitor service performance as well as supervise program personnel and projects in accordance with Tribal policies and procedures. All offers are contingent upon signing a confidentiality agreement and satisfactory completion of drug screening and background check. Essential Duties Perform a wide variety of transit planning activities, including route development, schedule development, short and long-term planning, and work with various tribal and non-tribal agencies to coordinate transit services and activities. Assess client transportation needs by utilizing surveys of community members and develop a transit plan based on the results of the needs assessment. Conduct public meetings for Tribal member input and implementation. Obtain funds and administer grants for transit services that comply with applicable Tribal, federal, and state requirements, including the collection of statistical data and performance evaluations. Develop program literature regarding passenger services, safety regulations, etc. Maintain fiscal operations by establishing rates for transportation services, defining profit margins, and conducting cost studies. Provide periodic analysis of use and para-transit operations, including ridership analysis and projections, analysis of operating practices, routes, stops, schedules, and recommendations for alternative and non-traditional transit services for existing or potential markets. Implement Tribal vehicle policies assuring that drivers/staff maintain mileage/maintenance logs, vehicles have valid insurance cards, and vehicle and driver safety practices are followed. Ensure the proper maintenance and upkeep of all transit vehicles. Prepare and maintain an annual department budget, procurement of supplies and equipment. Coordinate in-service training and professional development for subordinate staff. Supervise staff and develop work schedules for Transportation Specialists, including leave time. Maintain transit vehicle maintenance schedule and coordinate vehicle repair. Measure and maintain client satisfaction. Maintain a quality improvement plan and safety program. Establish and maintain effective working relationships with Tribal, County, State, and Federal organizations, advisory committees, consultants, and the public. Prepare reports for Tribal Council, grants, and other funding sources. Attend meetings with the Tribe, Tribal Council, committees/boards, non-tribal agencies, and other applicable agencies. Establish and maintain a respectful and harmonious working relationship with the general public, Tribal members, co-workers, elected/appointed officials (including delegates and council/committee members), and persons from diverse cultural and linguistic backgrounds regardless of race, creed, religion, age, sex/gender identity, disability, or sexual preference, etc. Ensure Tribal owned vehicles are cleaned and disinfected on a daily basis, washed as needed, pre-trip checklists are created and used to ensure vehicles operate safely and effectively and review daily mileage logs for each vehicle. Demonstrate sensitivity to Tribal history, lifestyle, and culture. Regular, reliable attendance during normal business hours. Other duties as assigned.
Education and Experience Required: Hight School Diploma An equivalent combination of education and experience. Preferred: A minimum of two years of supervisory experience. Required: Ability to work a flexible schedule, which may include weekends and evenings. Required: Thorough understanding of vehicle codes and laws. Preferred: Current CPR and First Aid Certification or ability to retain certification within the first two weeks of employment. Required: General computer skills such as the Internet, Microsoft Word, Excel, PowerPoint, Print Shop, DOS, etc., including word processing and spreadsheet programs/software. Required: Possession and maintenance of a valid California Driver’s license (with a safe driving record) and vehicle insurance.

Maintain a positive attitude and act with tact, integrity, professionalism, and a high level of accuracy and confidentiality. Outstanding interpersonal skills both in person and by phone, using professional and courteous etiquette with sensitivity to the diversity of a multi-cultural audience and with cultural sensitivity. Troubleshoot and repair minor vehicle issues.
Physical Requirements A variety of work environments, including general office and other physical locations, including outdoors and at various off-site facilities. Prolonged periods in a stationary seated position, such as working on a computer. Frequently move, transport, and manipulate computer equipment up to 15 pounds. Verbal communication sufficient to exchange accurate ideas and information. Mobility for frequent walking, standing, sitting stationary, and carrying and manipulating (i.e., lift, carry, and move) light to medium weights of 10-50 pounds on a regular basis and over 50 pounds on an occasional basis. Ability to stoop, kneel and crouch or crawl on a regular/continuous basis. Must be able to safely operate motor vehicles. Must have sufficient hand-eye coordination and hand and finger dexterity, including the ability to grasp items as needed. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. Drug Screening Habematolel Pomo of Upper Lake requires the successful completion of a drug screening. The Tribe recognizes the State of California has legalized the use of marijuana; however, as an independent sovereign, the Tribe maintains a prohibition of marijuana use by its employees. Marijuana use is prohibited, and all drug tests will include a screening for THC. The Habematolel Pomo of Upper Lake strictly enforces its drug and alcohol policy, and all employees are required to sign a Consent to Drug and/or Alcohol Testing. Employees may be selected for alcohol and/or drug testing upon reasonable suspicion or accident. Background Check Candidates must submit and will be subject to criminal background and reference checks, which may include fingerprinting.
