Job Description :
Under general direction of the Director of Budget and Procurement, manage the Purchasing division and the Sr. Purchasing Specialist. Responsible for ensuring the proper organization and efficient operation of procurement activities and comply with all federal and state requirements and regulations.
Essential Duties and Responsibilities:

Manage Purchasing division with little supervision and considerable interaction with the various suppliers of goods and services. Provides overall leadership for purchasing operations.
Work closely with and under the direction of the Director of Budget and Procurement.
Interpret and explain Township purchasing policies and procedures.
Assist departments with researching products and services as requested. This research may be done through various purchasing cooperatives, on-line vendor searches, etc.
Provide technical assistance to various departments by assisting in creating RFPs, RFQs, ITBs, creating requisitions, answering questions, and making recommendations as needed.
Review accounting codes and supporting documentation for purchases requisitions.
Research and prepare required documents for membership in government purchasing cooperatives.
Serve as administrator of purchasing module in the accounting system.
Serve as the program administrator for the corporate purchasing card program.
Prepare and monitor an annual budget of non-departmental items.
Analyze, evaluate, and modify purchasing methods and procedures as needed.
Perform other duties as assigned.

Management and Supervision:
Manage the Sr. Purchasing Specialist in the Finance Department. Candidate is responsible for the overall direction, coordination and evaluation of this employee. Carry out supervisory responsibility in accordance with the organization’s policies and applicable laws. Responsibilities include evaluation program/work objectives and effectiveness; establish broad organizational goals and realigning work and staffing assignments for the department.

Education:

Bachelor’s degree (B. A.) in Business Administration or related field from a four-year college or university.

Relatable Work Experience:

Over five years up to and including seven years related experience and/or training; or equivalent combination of education and experience.
Experience in a municipality or government agency is preferred.

Technical Skills:

Advanced: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and /or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
