The Judicial Council of California is accepting applications for the position of a Fiscal Supervisor in the Grant Accounting and Travel/Conference Support unit for the Branch Accounting and Procurement (BAP) office.
The Grant Accounting and Travel/Conference Support Supervisor is responsible for two functions in the Branch Accounting and Procurement Office. First, in their capacity as overseer of grants, they provide financial oversight and prepare required reporting for more than $295 million in grant allocations to the Judicial Branch. Second, they oversee the Travel/Conference Support function, and in this capacity are responsible for ensuring the reimbursement of employee transit and travel expenses incurred in the completion of Judicial Branch business, accounting support for conference and event expenses, and travel policy and procedure guidance.

The successful candidate will be expected to work in the San Francisco or Sacramento office. However, hybrid schedules may be available from a California residence during the duration of the agency’s Hybrid Work Pilot Program through 2022.
Responsibilities
Plan, assign, oversee, and direct the fiscal administration of grants and awards for the Judicial Branch.
Review grant proposals to ensure financial standards are met regarding cost benefits, usage of resources, compliance with grant requirements, and other significant financial metrics.
Develop and maintain policies and procedures in accordance with state, federal, and Judicial Branch guidelines.
Interpret pre-award and post-award grantor’s guidelines to JCC staff and grantees.
Assist in audits of grants to ensure compliance with JCC and grantor’s regulations.
Develop responses to external and internal audit findings and develop corrective actions necessary to resolve issues.
Provide financial management training and support for program personnel.
Act as the accounting liaison with all parties involved in grants.
Develop financial accounting systems to track expenditures for all grant activities.
Establish policies and procedures for cost-effective government travel and transparent expense reporting.
Approve transit and travel expense reimbursement claims in FI$Cal for JCC employees, court employees, judges, and all other travelers on Judicial Branch business.
Provide assistance to Travel unit staff on business travel inquiries from Judicial travelers.
Supervisory Duties:
Recommends selection of staff;
Trains staff and proposes internal and external training courses and workshops;
Provides for career development and planning for staff;
Approves time off requests;
Reviews and approves time sheets;
Evaluates employee performance and conducts performance reviews; and
Administers discipline as required.
Qualifications
Bachelor’s degree, preferably in business, finance, accounting or directly related field, and five (5)years of professional experience in accounting, finance, budgetary analysis, or contract administration, which includes at least one (1) year of supervisory experience. An additional four years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Juris doctor, master’s of business administration or a master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and two (2) years of experience as identified above, including one (1) year of previous supervisory experience.
OR
One (1) year as a Senior Fiscal Analyst or other level (C43) class or three (3) years as a Fiscal Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Fiscal Analyst, or three (3) years as an exempt-level Fiscal Analyst, in a California Superior Court or California state-level government entity and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.
Desirable Qualifications:
Grant accounting experience.
Supervisory experience.
Familiarity with federal and state grant award rules and regulations.
