The recently established Global Business Risk and Control group is responsible for the development of consistent control frameworks and the subsequent effort to conform front line controls and monitoring to these new standards across the enterprise. The group partners with the business and Risk teams to develop consistent approaches and practices that ensure we have the right checks and balances in place to minimize errors and issues. This includes driving front line controls remediation, control risk execution, and monitoring effectiveness throughout the enterprise.

Within Global Business Risk and Control, the End User Computing (EUC) Enterprise Governance group provides end-to-end management of the EUC program for Citi.

Essential Responsibilities: Organizational Scope and Accountability
Quality Assurance

The Quality Assurance program framework was established to ensure EUC adherence to EUC standards and policy at the enterprise level.
The EUC Enterprise Governance Quality Assurance Manager will be responsible for enterprise-wide Quality Assurance program uplift, visibility, action planning and issue management of EUC related assurance initiatives across the firm. This is a global role that will work with Managing Directors, Directors and their teams across business sectors and the second and third lines of defense (i.e. Internal Audit, Compliance, Legal, Finance, Operational Risk, Credit Risk).
Develop routines, plans and manage processes related to assurance and support first line oversight on testing to ensure adherence to EUC policy. Manage team to enforce the firm’s policies with focus on EUC controls.
Respond to audit related inquiries in relation to assurance activities and serve as a liaison with the sectors on EUC policy, standards and procedures queries.
Conduct independent spot check reviews on targeted key risk areas. Communicate findings to senior leadership and sectors across the firm. Coordinate and review remediation efforts with the various stakeholders to ensure they are adequate to close the issues.
Balance and execute near-medium-long-term action plans and partners with large/complex country, region, or business requiring coordination and execution across units. Action plans are typically to address regulatory requirements and commitments under Matters Requiring Attention (MRAs), Issues Management / Corrective Action Plans (iCAPs), Consent Order (CO) initiatives and Business re-engineering initiatives
Collaborate with senior management in training, communications, process optimization, policy oversight, strategy and reporting teams to identify areas of improvement and provide input to developing comprehensive training, EUC tooling development and process improvement for the EUC Program.
Create Data Quality checks and governance routines for EUC management.

Desired Skills

Experience implementing, operating, and improving quality assurance in a governance context.
Demonstrates consistent track record of having worked as a Quality Assurance Manager, or working on large, strategic cross-functional quality control functions.
Experience working with technical and non-technical groups
General understanding of relevant banking regulation and supervisory expectations for large complex financial institutions
Track record of effectively managing internal relationships and demonstrated experience in leading sustained change and change management efforts
Demonstrated ability to think strategically, analytically, and creatively problem solve
Ability to plan and develop, lead both people and initiatives
Well-developed listening skills and a strong ability to engage at the senior management level
Effective communicator, both orally and in writing and ability to present findings to senior management and stakeholders using data to tell a story
Strong interpersonal skills, with evidence of working in collaboration across large organizations, including a proactive and ‘no surprises’ approach in communicating issues/requests
Strong leadership skills with a proven track record in driving positive and sustained change

Qualifications

10 or more years in large organizations (preferably financial services) with 5 or more years in people leadership.
5 or more years leading Quality Assurance/Quality Control programs.
Subject matter expertise in quality assuance management, as evidenced by a combination of work experience and certification.
Bachelor’s Degree or equivalent experience.
Master’s Degree preferred
